Allocate the next available address from a subnet or address block in Infoblox Universal DDI
Calls the Cloud Services Portal nextavailableip endpoint on parentId (a subnet or address block id) to obtain a candidate address, then creates an ipam/address object for it.
Unlike the confirmed-atomic NIOS WAPI func: nextavailableip expression (which selects AND reserves the address in a single request), this task implements a best-effort "get candidate then create" pattern: the candidate is fetched with one request and reserved with a second. Universal DDI's exact atomicity guarantee for this sequence has not been verified against a live tenant — under concurrent callers a race is possible where two callers are handed the same candidate before either creates its reservation. Serialize calls to this task per subnet/address block if you need a stronger guarantee.
